Liu Bei brings over his 50% upkeep discount to militia infantry. He doesn’t get anything to cover character satisfaction however which on legendary difficulty is a pain in the ass to manage. Liu Bei starts off providing +4 public order which I have managed to increase to +12 public order. 2) Liu Bei It was tough to choose between Liu Bei and Liu Biao over who would finish 1st and 2nd. Lastly as a little bonus, you get minor XP bonuses of 10% which is better than nothing. Boring but this really improves your quality of life when managing a huge realm. On legendary difficulty, this diluted the difficulty penalty on public order to -2 and as for character loyalty, EVERYONE has 90+! This gives me a nice -10% corruption faction wide for having high loyalty. ![]() I have a level 7 Liu Biao who provides +6 public order and +19 satisfaction. The reason being that he provides a faction wide bonus to satisfaction and public order. You’re limited in who can male faction leader and heir, but not prime minister so I’ve decided to compose a top 5 Prime Ministers to help those playing Total War Three Kingdoms!
